Key Responsibilities
Employment & Workforce Development
- Develop and maintain partnerships with marine industry employers, shipyards, marine contractors, ports, ferry services, and related organizations.
- Identify employment and training opportunities aligned with current and emerging labour market needs.
- Promote marine-sector careers to Indigenous job seekers and community members.
- Support recruitment efforts for marine employers seeking Indigenous talent.
- Facilitate connections between participants and employment opportunities.
Training & Apprenticeship
- Coordinate marine industry training programs, certifications, and skills development initiatives.
- Assist participants in accessing training related to marine trades, shipbuilding, vessel operations, marine safety, and logistics.
- Support apprenticeship registration, employer sponsorship, and progression through apprenticeship pathways.
- Work collaboratively with colleges, training providers, and industry associations to expand training opportunities.
- Monitor participant progress and provide ongoing support to enhance training completion rates.
Participant Support Services
- Conduct participant assessments and develop individualized employment action plans.
- Provide career coaching, job search assistance, resume development, interview preparation, and employment readiness support.
- Assist participants in identifying barriers to employment and accessing available supports.
- Maintain regular communication with participants before, during, and after training and employment placement.
- Support participant retention and long-term career development.
Indigenous Community Engagement
- Build relationships with Coast Salish communities, Nations, and Indigenous organizations.
- Promote awareness of marine-sector career opportunities within Indigenous communities.
- Assist in the development of culturally safe and inclusive workforce development initiatives.
- Ensure programs and services align with CSETS mission and Indigenous workforce priorities.
Program Administration & Reporting
- Track participant outcomes, training activities, and employment placements.
- Maintain accurate records and case management documentation.
- Prepare reports for funders, management, and community stakeholders.
- Monitor program targets and performance indicators.
- Ensure compliance with funding agreements, program policies, and reporting requirements.
Qualifications
Education
- Diploma or degree in Human Resources, Education, Workforce Development, Business Administration, Indigenous Studies, Marine Studies, or a related field.
- Equivalent combination of education and experience may be considered.
Experience
- Minimum 3 years’ experience in employment services, workforce development, training coordination, apprenticeship services, or program delivery.
- Experience working with Indigenous communities and organizations is highly desirable.
- Experience within the marine industry, skilled trades, shipbuilding, transportation, or apprenticeship systems is considered an asset.
Knowledge, Skills & Abilities
- Knowledge of Indigenous employment and training programs.
- Understanding of marine industry career pathways and workforce needs.
- Knowledge of apprenticeship systems and skilled trades training.
- Strong relationship-building and stakeholder engagement skills.
- Excellent communication, facilitation, and presentation abilities.
- Strong organizational and project management skills.
- Proficiency in Microsoft Office 365 and database/case management systems.
- Ability to work independently while contributing effectively to a team environment.
Preferred Qualifications
- Knowledge of Coast Salish communities, culture, and protocols.
- Experience securing and managing training partnerships and funding opportunities.
- Familiarity with WorkBC, SkilledTradesBC, and federal Indigenous employment programs.
- Valid BC Driver’s Licence and ability to travel throughout the region.

Working Conditions
- Combination of office, community, and field-based work.
- Regular travel to Indigenous communities, marine facilities, training providers, and employer sites.
- Occasional evening and weekend participation in career fairs, community events, and industry gatherings.
